October 2012 Minutes

The regular meeting of the Board of Directors of the Virginia Youth Soccer Association, Inc., was called to order by President Denise Edwards at the Crowne Plaza Richmond West at 7:30 pm. Board members present were:

Board Members Debi Honaker, Jim Bonfils, Tom Gross, and John Singleton were excused. Also present were Julie Caramanica (VYSA Administrator) andGordon Miller (VYSA Technical Director).

A motion was made and seconded to approve the August 22, 2012, minutes. The minutes were approved.

A motion was made and seconded to approve the September 19, 2012 minutes. A request was made to change wording to reflect that the proposal concerning the concussion policy was tabled because the Board is awaiting legislative action from the State, scheduled for next year, before action is taken by VYSA. The minutes were approved as corrected.

There is no Treasurer’s Report this month. Changes in the reporting system are taking additional time. A complete report will be given next month.

The State Administrator’s Report (Attachment A) was distributed. Julie Caramanica reported that many fall registration fees are still outstanding. Reminder notices have been sent.

Those who have not yet completed their Risk Management Online Registration and/or paperwork have been contacted and need to submit the required information immediately.

The updated on-line directory for this seasonal year, which is password-protected for Board members, is complete. Board members wanting a paper copy should contact the State Office.

The VYSA Convention is February 1 - 2, 2013, at the Richmond Convention Center. Anyone with suggestions for session topics should contact Julie at the State Office.

Reservations for the US Youth Soccer Workshop need to be made. The US Youth Soccer Workshop has combined with the NSCAA Convention this year and fees are higher; therefore VYSA may need to reduce the number of attendees to stay within budget.

The Technical Director’s Report (Attachment B) was distributed. Gordon Miller reported that the National Youth License course requested for next June has been approved by US Youth Soccer, and a verbal approval for the USSF “C” course next August has been received from US Soccer. It was noted that not all requests for National License courses are approved, but since VYSA courses have consistently had maximum attendance, VYSA has been fortunate to get each request to host courses approved.

US Soccer has made many changes to the “D” License Course; all staff will be trained. The “D” waiver will be eliminated as of January 1, 2013. All candidates must have taken the “E” course and held the certificate/license for a minimum of six months before taking the “D” course.

The Technical Department has been reaching out to outlying clubs with the Good of the Game Clinics, and several are scheduled in the upcoming weeks. Clubs interested in hosting a clinic are encouraged to contact the Technical Staff.

The first new position-specific clinic, Training a Top Class Midfielder, is scheduled for December 16th at St. Stephen’s and St. Agnes School in Alexandria. This is a full-day clinic with both classroom and field sessions. The cost for these clinics is $50. The clinic will be held in different areas of the state at future dates. Those interested in attending should contact the State Office.

ODP training is ongoing on Friday, Sunday, and Monday evenings. Interdistrict scrimmages will be held on two separate weekends. The first weekend will be at the Warhill Complex in Williamsburg. Girls scrimmages will be December 1st and Boys December 2nd. The second weekend will be held at Sport Quest in Richmond. Boys scrimmages will be December 8th and Girls on December 9th. The Virginia Friendlies will be held at Warhill on February 22 - 24, 2013. The 97 boys ODP will attend the ODP National Championship in Dallas on February 28 - March 3, 2013.

Junior Flores, an ODP player from Great Falls, has signed a contract with Borussia Dortmond of German Bundesligia. He is currently training with the U17 team in Bradenton, FL.

Debi Honaker was sick and unable to attend this meeting. This topic will be addressed at next month’s meeting.

The State Office has received requests to allow online tournament check-in. This will also be addressed next month.

It was reported that some league teams have asked if they are permitted to put sponsor logos on uniforms. It was noted that VYSA only follows the National Championship Series rules for rostering in regard to league play. The policy regarding uniforms is as follows:

Rule 241 Section 3 (e) ...A name, logo, or other identifying mark of any other youth soccer organization
must be removed, replaced, or covered before the player or team official may continue to remain
at the game site for the game.

This does not apply to league play.

Denise noted that some states allow tournament-only rosters; VYSA currently does not. Denise asked the Board if they were interested in considering allowing tournament-only teams. This will also be addressed when Debi returns.

Another registration issue was noted. Some clubs are taking advantage of the rule that only nine players are required for Cup play by registering non-US Youth Soccer players as recreation players, and then adding them to the Cup roster. As this seems to be a disservice to US Youth Soccer players, a request was made to limit the number of recreation players that can be added to a State Cup roster. This topic will also be addressed next month.

The Adjudication Report (Attachment C) was distributed.

The TOPSoccer Report (Attachment D) was distributed. Bob Sokolinsky reported that DC United would like to hold a TOPSoccer night next season. He will work with DC United in this effort.

Bob is in discussion with a NY West TOPSoccer representative to attend the VYSA Convention.

Bob noted that some clubs have received a TOPSoccer grant, but have never started a program. He will request that the grant money be returned.

Denise Edwards reported that Region I will pay one-third of the VYSA team’s airfare to National Championships.

Bob Maynes reported that work on the field complex is proceeding. A Finance Committee meeting will be held before the holidays to determine how best to handle the accounting for the complex.

VYSA Award winners have been notified and invited to the VYSA Awards Reception and Convention.

The Board retreat is expected to be schedule for the winter.

There being no further business, the meeting was adjourned at 8:45 pm.
