REGULAR MEETING - BOARD OF DIRECTORS
January 8, 2014
The regular meeting of the Board of Directors of the Virginia Youth Soccer Association, Inc., was called to order by President Denise Edwards at the Courtyard Marriott Richmond West at 7:30 pm. Board members present were:

Board Members Jim Bonfils, Tom Gross, John Singleton, Oliver Weiss, and Anne Thompson were excused. Also present were Julie Caramanica (VYSA Administrator) and Paul Shaw (VYSA Coaching Education Director).
APPROVAL OF PREVIOUS BOARD MINUTES
A motion was made and seconded to approve the November 20, 2013, minutes. The minutes were approved.
The Treasurer’s Report (Attachment A) was distributed.
STATE ADMINISTRATOR’S REPORT
The State Administrator’s Report (Attachment B) was distributed. Julie Caramanica reported that registration numbers for the VYSA Convention are very low. She asked that Board members contact their constituents personally and make sure that they open their Constant Contact emails. Sessions and times for the Convention are posted on the VYSA website.
Spring registration notices will be sent in March; fees and data are due April 1st.
The US Youth Soccer Workshop/NSCAA Convention is in Philadelphia next week.
Julie shared information with the Board on a number of items.
• A PCI compliance session will be held at the Convention
• Falls Church HS has asked VYSA to advertise for a coaching position on our web site
• Cal North requested information about each State Association’s marketing efforts. One State Association responded they employ a marketing person and have an additional budget for marketing
• A National Tournament Director for a 3v3 Live National Soccer Tour is interested in adding regional qualifying tournaments in our area. More information was requested.
• A fundraising company has contacted VYSA. Board members did not show interest.
• Valley AFC asked about sanctioning a Futsal League in their area. Denise Edwards explained they would have to contact the Federation and become a member through US Futsal.
• Advertisements for a preschool soccer program have been received. Many believed this is too young for organized soccer.
TECHNICAL DIRECTOR’S REPORT
The Technical Director’s Report (Attachment C) was distributed. Paul Shaw reported that Coaching Education courses continue to be scheduled and Good of the Game clinics have been well received. A Midfielders clinic was held at Lynchburg in December and went very well. Clinic sessions on other topics are being planned.
US Soccer approved our 2014 C License course application. The course will be held in Fredericksburg August 7-10, 14-17. The National Youth License course will also be held in Fredericksburg June 13-15, 27-29. Both courses fill quickly, so coaches who want to attend should apply quickly.
Google HangOut is being used for staff instructor workshops and has proven to be a very effective tool.
Gordon, Matt, and Paul were invited to attend a four-day US Soccer National Staff Symposium in December. One of the best presentations was on evaluating staff, which they plan to use with the coaching staff. Gordon attended the UEFA conference in Turkey.
The Boys and Girls ODP State team selections were completed after the inter-district scrimmages. All Boys’ teams traveled to the North Carolina Friendlies this past weekend. The Virginia Friendlies will be held in Williamsburg February 21-23.
A Club Technical Directors’ Workshop is scheduled for the Friday before the VYSA Convention. Coaching Clinicians presenting at the Convention include Briana Scurry, former Women’s National Team Goalkeeper; Mark Parsons, Washington Spirit Head Coach; Dr. Dan Freigang; and athletic trainer Holly Tallent. A TOPSoccer Clinic and an FU8-U10 F Module will be conducted on Saturday at the convention.
The TOPSoccer Report (Attachment D) was distributed. Sharon Wells reported that updated information for most of the clubs that currently have TOPSoccer programs is posted on the VYSA website. Efforts continue to get information from the few remaining clubs.
Auke Wiersma will do a TOPSoccer presentation at the VYSA Convention.
The VYSA TOPSoccer program has again been invited to participate in the Fairfax County Special Education Fair in March. TOPSoccer program directors in Fairfax County will be asked to attend.
The Richmond Kickers’ adaptive soccer program is being expanded in memory of Gracie Hazelton, by her parents. This is an excellent, self-sustaining program that includes TOPSoccer. Program sessions are held at two areas in Richmond.
APPROVAL OF REFEREES FOR REGIONAL AND NATIONAL EVENTS
A motion was made and seconded to approve the list of referees recommended by the SYRA and SRC to work at Presidents Cup, ODP Camps and Tournaments, and Region I Championships. The motion was approved.
EXECUTIVE DIRECTOR SEARCH
Ken Bass reported that the committee went through one round of interviews for the Executive Director position, but did not feel there were any were good prospects. The position was re-posted and many applications were received. Two candidates will be interviewed at the US Youth Workshop in Philadelphia next week. Ken is optimistic that one of those two will be chosen.
Debi Honaker reported that an application for membership has been received from Leesburg Football Club. It is currently a travel-only club which would like to expand to include rec teams beginning in the Fall, 2014. A motion was made and seconded to accept Leesburg Football Club into VYSA membership. The motion was approved.
VICE PRESIDENT’S REPORT
Bob Maynes reported on developments for the field complex. A permit must be pulled for sedimentation control. Spotsylvania County needs a letter of credit from our bank before we can get the permit for sedimentation. Bob requested Board approval. A motion was made and seconded to approve holding $130,000 from our line of credit, which will be released once the grass begins to grow this summer. The motion was approved.
Conditional approval is needed for the lighting contract. After research, the decision was made to light two contiguous turf fields. Musco Sports Lighting, which is affiliated with the Foundation, uses state of the art dark sky lighting and provides a warranty of 25 years on labor and materials. The total cost of lighting will be under what had been budgeted for lighting. As part of the contract, Musco agreed to a marketing agreement with VYSA.
A motion was made and seconded to allow Denise to sign a contract with Musco not to exceed the budgeted amount. It was noted that details in the contract must meet or exceed Fairfax County lighting standards. The motion was approved.
Installation of lighting should take place in March,and turf fields in April/May.
Bob plans to have series of three seminars - “Building Fields - From One Field to a Complex”, “Grass and Turf”, and “Lessons Learned” - at next year’s VYSA Convention. He also plans regional seminars across the state to share this information with our members.
The Board went into Executive Session.
An individual from the South Hill area development contacted Denise interested in travel/competitive league in that area. He noted there is a field complex near Petersburg on 85 before NC. He may apply for membership.
GOOD OF THE GAME
It was announced that Denise will be inducted into the Hall of Fame at this years Awards Reception at the VYSA Convention. Jim Bonfils will assist MDCVSA President Jim Sadowski with the inductions to the Hall of Fame. Denise will present the Adele Dolansky Exemplary Service and Dave Williams TOPSoccer Exemplary Service awards.
There being no further business, the meeting was adjourned at 9:10 pm.
